Mr. McClimans was appointed as the Director, Division of Medical Countermeasure Strategy and Requirements (Acting) in the U.S. Department of Health and Human Services (HHS) by Dr. Sally Phillips in February 2016.
As Director Mr. McClimans oversees and coordinates select activities for the Public Health Emergency Medical Countermeasure Enterprise (PHEMCE). He is responsible for development and review of federal policies related to public health and medical emergency preparedness, response, and recovery, including impacts on health systems and vulnerable populations as it relates to medical countermeasures.
Prior to this appointment and since December 2012 Mr. McClimans served HHS as the Chief of Requirements. In this roll, he was the senior policy officer who managed development of the medical countermeasure requirement portfolio.
Prior to arriving at HHS, Mr. McClimans was a Department of the Air Force Civilian, serving as the Senior Exercise Planner for the Defense Threat Reduction Agency from 2011 to 2012. Concurrently he was Adjunct Faculty at the Defense Threat Reduction University. From 2008 to 2011 Mr. McClimans served as the Acquisition Operations Manager for the Camber Corporation on-site with the Joint Program Executive Office for Chemical and Biological Defense and the U.S. Army's 20th Support Command (CBRNE).
Following in the footsteps of his grandfather who served during World War II, Mr. McClimans entered the U.S. Army as a Chemical, Biological, Radiological and Nuclear (CBRN) Specialist in 1987. He is a 21-year veteran who retired in 2008 as a Master Sergeant, having served in a variety of command and staff positions including squad leader during Operation DESERT SHIELD/STORM; Adjunct Faculty at the Noncommissioned Officer Academy; Senior Career Manager at the CBRN School; and mechanized smoke platoon Leader on the Korean peninsula providing large area multi-spectral obscurant screening for maneuvering forces. Mr. McClimans' career culminated as a Technical Escort Unit CBRNE Response Team Leader during Operation IRAQI FREEDOM where he was awarded the Bronze Star Medal for superior leadership and mission accomplishment while engaged in eliminating adversary Weapons of Mass Destruction.
Mr. McClimans is married to the beautiful Colonel Tammy McClimans, USA, Retired, and has one adult son, David III. Mr. and COL McClimans are both Ohio natives who reside in Mount Vernon Virginia.
