The position is located in the Legislative Division of the Office of the Assistant General Counsel for Legislation and Regulation. The Legislative Division works with various bureaus to develop and support the Department’s legislative initiatives and is the focal point in the Department for coordinating the analysis of legislation and developing and articulating the views of the Department on pending legislation. This office is the principal legal liaison with the Office of Management and Budget, working to obtain required clearances and interagency consensus on Departmental letters, reports, testimonies, and legislative proposals for delivery to Congress.
The employee’s responsibilities will include: 1) serving as the information contact concerning Commerce’s legislative program and acting as liaison with the Office of Management and Budget; 2) overseeing the collection, maintenance and distribution of legislative materials of concern to the Department; 2) compiling and maintaining a computerized legislative tracking system; 3) performing legal research to assist attorneys in ongoing daily work. This entails researching, selecting, and compiling substantive information on history and background of past and present legislation; reviewing the Congressional Record and other legislative databases and subscription databases to advise the office attorneys, of any actions taken by Congress that may affect any of the bills or reports of interest to the Department.
We are looking for highly organized individuals with an attention to detail; an interest in and/or familiarity with Congress and the legislative process; and comfort and facility with spreadsheets, databases, or other software to organize and present information.
Qualifications (for GS 11):
You must have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service that equipped you with the specialized experience needed to perform at least three of the job duties listed. Examples include performing administrative and management tasks relating to the inflow and disposition of legal documents in an office; reviewing legislation that has been introduced by members of Congress and determining it relationship to the work of an employer; operating and updating a computerized database; and reviewing online and subscription legal information services and extracting from those sources relevant information.
