The U.S. Department of Commerce (DOC), Bureau of Industry and Security is seeking to fill an Export Administration Specialist position, GS-1101/9-11 (full performance level GS-13). The position will be located in the agency’s Western Regional Office in Irvine, CA. Relocation support will not be authorized.

The Bureau of Industry and Security is located within the U.S. Department of Commerce. The agency’s mission is to advance U.S. national security, foreign policy, and economic objectives by ensuring an effective export control system.
The employee will be responsible for: 1) providing one-on-one counseling sessions to explain complex trade regulations or conveying such information in writing to individual members of the public; 2) planning and executing export control training programs designed to educate and inform the public about the applicable regulations.
Graduate Degree: Major study - business administration, economics, marketing, business or international law, finance, industrial management, international trade/relations, or other fields directly related to the position.
For GS 9, experience required:
Knowledge of the principles, concepts, and methods which underlie international business/industry programs, operations and functions.
Skill in conveying knowledge of export controls to the public, both individually and in group settings, to maximize voluntary compliance with the regulations.
Knowledge of and skill in application of trade regulations, particularly the Export Administration Regulations (EAR).
Skill in researching, analyzing and interpreting business, financial, industrial and related data and information.
For GS 11
In addition to the qualifications for the GS-9, above:
Knowledge of government programs and operations in the business or industry area to which assigned sufficient to independently handle most problems and to represent the organization to stakeholders.
Communications skills sufficient to prepare and deliver effective briefings to managers and clients and to produce clear and concise interpretive reports.
